If the program doesnt "work" most likely they were not a good candidate as hardship was not sufficient and they had other options to choose such as refinance, debt counseling, etc. More and more people have no other options and the program is often better than bankruptcy.I appreciate the concern which is been rose. The things need to be sorted out because it is about the individual but it can be with everyone.
