Georgetown colleague Adam Levitin suggests there's some interesting choice of endpoints going on with that claim of a rise in fees, in that "[t]he jump from $6 to $12 [monthly fees on non-free accounts] occurred between 2009 and 2010, before Durbin was passed and before Durbin went into effect."
